Saint Clairsville, Ohio, is the county seat of Belmont County and the major commercial center in the region. It has a rich history. It was named after Arthur St. Clair, the first governor of the Northwest Territory. Known as "a center of learning on the frontier," it also played a significant role in the anti-slavery movment.
